recent events, I consider it essential that the Praya Recla- mation work should be carried on directly by the Public Works Department, and not under any separate system or rules and with this in view I strongly recommend the revival of the office of Assistant Director of Public Works which was allowed to lapse on the transfer of Mr. Bowdler, who formerly held the appointment, to the Reclamation work.

4.I make this recommendation with a view to providing for the general supervision of the Praya Reclama- tion work by an officer immediately under my directions in- timately acquainted with the work of the Department and who would at the same time be in a position to relieve me to a certain extent of duties which are of a purely routine na-

ture.

5. Mr. Bowdler draws a salary of $480 a month

charged to the Praya Reclamation funds; on the expiry of his

privilege leave I recommend that Mr. Chatham be appointed

Assistant Director of Public Works and receive $100 a month

from the Estimate for the reclamation in addition to his

present salary in the Department, bringing up his pay to

$450 a month.

6. Mr. Chatham is an officer of nearly 8 years

service in the Colony,his energy and devotion to work is I

believe well known and appreciated by the Government and I

have every confidence that under his supervision the works

on the reclamation will be pushed on with vigour to comple-

tion.
